Cllr Martin Burfoot apologised for failing to inform the council before pruning shrubs beside the Imperial Rooms in Matlock and admitted he had accidentally harmed a nest.
Cllr Burfoot, who has been a member since 1983, added: “I’ve done this kind of work in the town for years and must have saved thousands of pounds in consultants fees. I’ll certainly never do it again.”
Cllr Barrie Tipping said: “I accept there was some justification in what was done, but it did put this council in disrepute. Our clerk could have called the police. I feel he should be reprimanded.”
He eventually withdrew a motion urging Cllr Burfoot to be given a formal warning.
